Failure to Submit Initial Lead Service Line Inventory

Violation Description
Juniper Riviera Community Water District failed to submit an approved Initial Lead Service Line Inventory by the required deadline of October 16, 2024, as required by the Lead and Copper Rule Revisions (LCRR) in Title 40, Code of Federal Regulations, section 141.84(a) and as enforced by the California State Water Resources Control Board, Division of Drinking Water, pursuant to California Health and Safety Code section 116275 and Title 22, California Code of Regulations.
This failure constitutes a reporting and recordkeeping violation.
Required Public Notification
Pursuant to Title 40 CFR section 141.90(b) and Title 22 CCR section 64463.4, Juniper Riviera Community Water District is required to issue a Tier 2 Public Notice for failure to submit the Initial Lead Service Line Inventory by the required deadline.
Because no approved inventory was on file during the 2024 compliance year, this notice is being issued to address that violation. Since the inventory has now been submitted, only one public notice is required for the 2024 violation year.
Corrective Action Taken
Juniper Riviera Community Water District submitted its Initial Lead Service Line Inventory to the Division of Drinking Water on December 31, 2025.
The water system is now working with the Division of Drinking Water to ensure the inventory meets all applicable requirements and will continue to maintain and update the inventory in accordance with 40 CFR section 141.84.
Health Effects Information
This violation is administrative in nature and does not indicate that lead has been detected in the drinking water.
However, lead is a toxic metal that can cause serious health problems, especially for infants, young children, and pregnant women. Lead in drinking water is primarily from materials and components associated with service lines and household plumbing.
What Should I Do?
There is no need to use an alternative water supply. Customers who wish to reduce potential exposure to lead may take the following actions:
- Run water for 30 seconds to 2 minutes before using it for drinking or cooking if water has been sitting in pipes
- Use only cold water for drinking, cooking, and preparing baby formula
- Consider using a filter certified to reduce lead
- JRCWD is fully compliant as of December 31, 2025
